As quantum technologies keep moving from research labs toward commercialization, they are also becoming embedded in national economic and security strategies.

In 2024, the U.S. and other governments around the world classified parts of quantum computing and adjacent technologies as strategic, or dual-use technologies. In its rule, the U.S. Commerce Department’s Bureau of Industry and Security (BIS) requires U.S. companies to obtain a license before exporting quantum technologies, with exceptions to countries that have implemented equivalent control.
